Mission Support and Test Services (MSTS), the management and operating contractor for the Nevada National Security Sites (NNSS), has appointed Roger Rocha as its new President, effective December 16, 2024.

Rocha, who joined NNSS over four years ago as MSTS Vice President and Chief Operating Officer, has been instrumental in enhancing the agility of NNSS, improving customer and user interfaces, and fostering a balanced organizational focus within MSTS.

“Roger is a proven and trusted leader within the Nuclear Security Enterprise and at NNSS,” said David C. Johnson, Chairman of the MSTS Board of Managers.

“His extensive career accomplishments and expertise in nuclear and high-hazard operations, facility management, safety and security, personnel and budget management, and critical national security work make him an ideal choice for MSTS President.”

Prior to his tenure at MSTS, Rocha dedicated nearly 25 years to Lawrence Livermore National Laboratory (LLNL), where he last served as the Deputy Principal Associate Director for Operations, overseeing operational matters for Weapons and Complex Integration (WCI). Throughout his career at LLNL, he held several key positions, including Deputy Program Director/Division Leader for Operations in WCI’s Primary Nuclear Design Program/B Division and Program Leader for the Nuclear Materials Technology Program.

Rocha earned his bachelor’s degree in mechanical engineering from California Polytechnic State University, San Luis Obispo.

Rocha replaces former MSTS President Garrett Harencak, who departed the position Nov. 1.
