Clark County, current liaison position filled by Andrew Bennett (Full Liaison*) – Clark County has been a liaison to the NSSAB since 2009. Clark County’s main interest in Environmental Management (EM) Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and Clark County that is destined for the Nevada National Security Site (NNSS), and the readiness of first responders for any potential radioactive incident. Clark County is one of the six counties that receive Emergency Preparedness Working Group funding**.

Consolidated Group of Tribes and Organizations, current liaison position filled by Richard Arnold (Full Liaison*) – The Consolidated Group of Tribes and Organizations (CGTO) has been a liaison to the NSSAB since 2013. The CGTO consists of 16 tribes with cultural and historic ties to the NNSS with specific interests in planning, developing, and monitoring EM activities at the NNSS.

Elko County Commission, current liaison position filled by Jon Karr (Limited Liaison*) – The Elko County Commission was a liaison to the NSSAB between 2012 and 2014 and most recently since 2020. Elko County Commission’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and Elko County that is destined for the NNSS, and the readiness of first responders for any potential radioactive incident. Elko County is one of the six counties that receive Emergency Preparedness Working Group funding**.

Esmeralda County Commission, current liaison position filled by Delon Winsor (Limited Liaison*) – The Esmeralda County Commission has been a liaison to the NSSAB since 2012. Esmeralda County Commission’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and Esmeralda County that is destined for the NNSS, and the readiness of first responders for any potential radioactive incident. Esmeralda County is one of the six counties that receive Emergency Preparedness Working Group funding**.

Lincoln County Commission, current liaison position filled by Varlin Higbee (Full Liaison*) – The Lincoln County Commission was a liaison to the NSSAB between 2012 and 2014 and most recently since 2018. Lincoln County Commission’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and Lincoln County that is destined for the NNSS, and the readiness of first responders for any potential radioactive incident. Lincoln County is one of the six counties that receive Emergency Preparedness Working Group funding**.

Nye County Commission, current liaison position filled by Frank Carbone (Full Liaison*) – The Nye County Commission has been a liaison to the NSSAB since 2012. As the NNSS lies solely within Nye County, its main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and Nye County that is destined for then NNSS, the readiness of first responders for any potential radioactive incident, and the safe disposal of radioactive waste at the NNSS. Nye County is one of the six counties that receive Emergency Preparedness Working Group funding**.

Nye County Emergency Management, current liaison position filled by Scott Lewis (Full Liaison*) – The Nye County Emergency Management (NCEM) has been a liaison to the NSSAB since 2016. NCEM’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through the county that is destined for the NNSS, and the readiness of first responders for any potential radioactive incident.

Nye County Natural Resources and Federal Facilities Office, current liaison position filled by John Klenke (Full Liaison*) – The Nye County Natural Resources and Federal Facilities Office (NRFFO) has been a liaison to the NSSAB since 2001. The Nye County NRFFO’s main interest in EM Nevada Program activities is to protect the interest of the citizens of Nye County by providing independent and responsive scientific, environmental, socioeconomic, transportation, health, safety, regulatory, and policy monitoring of activities and impacts related to transport, disposal, and storage of nuclear waste in and through Nye County.

State of Nevada Division of Environmental Protection, current liaison position filled by Chris Andres (Full Liaison*) – The State of Nevada Division of Environmental Protection (NDEP) has been a liaison to the NSSAB since 2001. As a regulator for EM Nevada Program activities conducted at the NNSS, NDEP’s mission is to preserve and enhance the environment of the State in order to protect public health, sustain healthy ecosystems, and contribute to a vibrant economy.

U.S. National Park Service, current liaison position filled by Richard Friese (Limited Liaison*) – The U.S. National Park Service (NPS) has been a liaison to the NSSAB since 2008. NPS’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste destined for the NNSS by routes that border Death Valley National Park (DVNP), and the potential migration of groundwater contamination to DVNP.

White Pine County Commission, current liaison position filled by William Wolf (Full Liaison*) – The White Pine County Commission was a liaison to the NSSAB between 2012-2014 and 2017-2019 and most recently since 2021. White Pine County Commission’s main interest in EM Nevada Program activities is the safe transportation of radioactive low-level waste through Nevada and White Pine County that is destined for the NNSS, the readiness of first responders for any potential radioactive incident, and the safe disposal of radioactive waste at the NNSS. White Pine County is one of the six counties that receive Emergency Preparedness Working Group funding**.

*DOE offers two ways for organizations to stay apprised of NSSAB activities: Full Liaison: allows for liaison organizations to have a voice in NSSAB discussions and input into recommendations or Limited Liaison: allows for liaison organizations to observe NSSAB activities by receiving meeting minutes, NSSAB recommendations, and U.S. Department of Energy responses, although does not provide for a formal seat on the Board.

**Emergency Preparedness Working Group grant is funded through the EM Nevada Program based on a $.50 per cubic foot of classified, low-level waste, and mixed low-level waste disposed at the NNSS. Funding is distributed through the State of Nevada Division of Emergency Management and is provided in accordance with an approved grant application and oversight of funding use. Priorities for grant funding include consideration for the needs of a county and the resource base available in that county.
